Starting January 1, 2024, the Environment and Planning Act, along with the Environmental Activities Decree (Besluit Activiteiten Leefomgeving - BAL), came into effect. The BAL applies to all parties involved in the physical environment, including citizens, businesses, and the government. Consequently, the outdated NeR classification has been replaced by the BAL, which includes annexes 12a and 12b. Substance classifications can now be found in Appendix 3 of the Decree on Activities in the Physical Environment. The BAL list has been added to SOFOS360 and can be accessed here.
