This overview shows all substances included in Annex 3 of the “Activities of the Living Environment Decree” (BAL) list. From 1 January 2024, the Environment Act came into force, together with the Activities in the Living Environment Decree (BAL). The BAL applies to all parties active in the physical living environment, including citizens, businesses and the government. As a result, the outdated NeR classification has been replaced by the BAL, which contains Annexes 12a and 12b. Substance classifications can now be found in Annex 3 of the Activities in the Living Environment Decree.

When a new list is available, it is updated in our service so that you can import it into SOFOS360.

To import the new list, select “Retrieve BAL Annex 3 list” and a pop-up will appear. When you select “Retrieve and process BAL Annex 3 list” in the pop-up, the list will be retrieved from our web service.

If there are substances within SOFOS360 that are on the BAL Annex 3 list, they will be marked as BAL Annex 3 substances during import. If the “Respect list” box is ticked, the information on the BAL Annex 3 list will take precedence. For substances that are not on the BAL Annex 3 list and where it may have been manually indicated that the substance should be considered a BAL Annex 3 substance, the “BAL Annex 3” field will be left blank.

When the “Respect List” box is not ticked, the “BAL Annex 3” field will only be set if the substance is on the list. For substances that are not on the list, the “BAL Annex 3” field will not be updated.
